I would highly recommend contacting TAC. From personal experience sometimes such failures occur due problems around rna-detectors and few files needs to be deleted/truncated to fix the issue. Instead of doing that yourself, it would be safe to work with TAC.
Agreed. I also had similar errors when upgrading and it getting stuck on certain .py scripts. TAC can guide you through some back end DB commands. I assume you have rebooted FMC?
