Guarantee Bandwidth from inside hosts to outside hosts on ASA devices

I have looked througout the support community and have googled this but haven't found a definitive answer.

I have a 100Mbp pipe to the internet - I need to allow our internal network to have 20Mbps guaranteed to specific IP's on the outside (see below)

10.0.0.0/8 to x.x.x.x and y.y.y.y and z.z.z.z @20Mbps guaranteed.

The internal network (10.0.0.0/8)  and the DMZ network should be able to use the rest going to any IP on the outside as needed. What is the best approach to get this done?

Only Cisco routers can do this, not the ASAs.  ASA's can police traffic - which sets an upper limit on the maximum bandwidth.
