I am needing a solution for a small branch office with WIFI, VPN, POE, VOIP W/QOS, min 8, 10/100 ethernet ports with POE, and can use DSL or Cable as the primary ISP. I was looking at the 871, but I am not sure if this is what we need. Any help pointing us in the right direction, would be great.

Yup, one of the 800 Branch Office routers should be able to handle it http://www.cisco.com/en/US/products/hw/routers/ps380/index.html They can also provide security and other features. Depending on your traffic load they will be able to do what you need.
If you need a firewall for that you could use a 5505 or a 5510 that should be able to handle your traffic http://www.cisco.com/en/US/products/ps6120/prod_models_comparison.html

Thanks for the fast reply. The 871 looked like the best fit, I just wanted to make sure. How scaleable is it, we may need to add up to a total of 12 connections, with up to 8 phones. I know it only has 2 POE ports, I should be able to add an additional POE switch to it without any issue correct?

Yes, it will not be a problem. Both POE switch and the devices and connections you are mentioning.
The only limitation that I see is traffic load, which given the devices you mentioned will not be significant.
