How can i Police all FTP traffic through the ASA to only use 5Mbps

Hello All

Need some help configuring policing on the ASA, everything i have tried is failing and is still using 20Mbps of the pipe.

Can someone please give me a walkthrough on how to configue this just for FTP traffic.

And i do not know how to verify this as it looks like it is working sometime and sometimes is not.

This graph is all from when the FTP transfer was occuring and not much other traffic.

Traffic is Outbound

And keeps changing

From the output of Show service-policy police it look like it is not droping the traffic ?
