How can I telnet to ASA's outside interface?

I want telnet to a asa outside interface.

I know that the asa doesn't allow to telnet to the lowest interface , but the cisco says "If IPsec operates, you can specify an unsecure interface name, which is typically the outside interface. At a minimum, you can configure the crypto map command in order to specify an interface name with the telnet command. "

but,how can i finished this configuration?

What you said is correct.  You cannot telnet to the lowest security interface.  You can only ssh.  Pls. configure ssh.

You can telnet to the inside interface once you enable this command "management-access inside".
