How do IDS and IPS notify its new added signatures?

I was told they do this by sending email from some kind of mail-list.

My questions are,

1. Is there any way, or better way to do this?

2. if mailing is the only way, where can i join this mailin list?

Not sure I get the question,

Do you mean how the IPS knows there is a new IPS Signature package available to download?
