I was told they do this by sending email from some kind of mail-list.
My questions are,
1. Is there any way, or better way to do this?
2. if mailing is the only way, where can i join this mailin list?

To subscribe to either the HTML or text version of the list:

To subscribe to the plaintext version of the mailing list: Send an e-mail message to ips-bulletin-text-request@cisco.com with a subject line of "subscribe". (The content of the message does not matter.) You will receive confirmation, instructions, and a list policy statement.
Please note that requests must be sent to ips-bulletin-request@cisco.com or ips-bulletin-text-request@cisco.com and not to the list itself.
Individuals must send messages from the account that will be subscribed to the list. We do not accept subscriptions for one account that are sent from a second account.
Individuals who wish to subscribe to this mailing list may also send an e-mail message to ips-news@cisco.com requesting access.

Not sure I get the question,
Do you mean how the IPS knows there is a new IPS Signature package available to download?
