The ISIS protocol use protocol identifier of 0x83, it is a layer 2 identifier. IS-IS does not run over IP. You would need to use an ACL in the 200-299 range, matching on the L2 Protocol type.
You might look into the CLNS filters to do this.... 'clns filter-expr' and 'clns filter-set'.
