FirePOWER appliances (or FirePOWER Management Center) are not network management devices or applications. So the general answer is no.
They will, however report to such an application (if configured) that a given interface is down or not receiving traffic. they may also in some cases be queried via SNMP or other programmatic interface regarding link status or utilization.
Application usage and presence in traffic transiting a FirePOWER appliance or sensor can be monitored and is reported to the managing FirePOWER Management Center.
