Has anyone tried to setup the Azure monitoring agent to on-premises Cisco devices so that they can be monitored on Azure?
Please kindly let me know the procedure/necessary configuration if anyone has done this successfully.

the Azure Monitoring Agent is designed to monitor Azure servers and on-premises server and desktops. Reference: https://learn.microsoft.com/en-us/azure/azure-monitor/agents/agents-overview
It is not a general purpose devices monitoring tool and thus not suitable for monitoring Cisco devices.

What would be the best solution for monitoring on-premises Cisco devices?
Would it be ThousandEyes?

ThousandEyes can monitor performance but is not a general purpose network monitoring tool. The current Cisco offering in that category would be Catalyst Center (formerly known as DNA Center or DNA-C).
However if you only need basic network monitoring you can use products such as PRTG or SolarWinds NPM (naming just a few among many).
