Just make sure that the ISP is routing that new /28 subnet toward the outside interface of the ASA (I am sure that is already done, but just check to be sure). Then all you need are NAT statements and ACL entries. The ASA will use proxy ARP based on the NAT statements and the new /28 subnet will be routed successfully through the firewall.
