Notification when a local account is created

Hello,

Is there any way or process to implement to get a notification when a local account is created on any of our Cisco devices? It may be Routers/Switches.

- Look at https://networklessons.com/cisco/ccie-routing-switching/configuration-change-notification-logging , which is a general mechanism for Configuration Change Notification and Logging on cisco switches. Now it only 'notifies syslog' which then (still) needs follow up ,
