I have an issue with devices running Windows CE. Specifically HP IPAQ h4355 pocket pcs running Pocket PC 2003. If the device is configured for DHCP an IP address will never be assigned to he hand held when in the same segment as the PIC running DHCP services. Any PC obtains IP info via DHCP with no problem. If I set DHCP when on the same segment as a DHCP server running MS DHCP, no issue. I get IP info no problem. I had a problem with Wyse terminals and the PIX 515 running DHCP. Same issue. But Wyse had a fix that I had to flash to the thin clients. But when I contacted Microsoft and HP regarding this issue, they have no clue. In fact, they never heard of this issue. So, you guys are my last hope...

Hope is at hand.
When describing problems like this please always include the PIX version you're running. Without that information, I'm going to assume you're running into bug CSCdy09114, you can check out the details of it here:
http://www.cisco.com/cgi-bin/Support/Bugtool/onebug.pl?bugid=CSCdy09114&Submit=Search
Upgrade to one of the Fixed-In versions and see how you go.
