As per Cisco Docs
Maximum memory supported by restricted license is 64Mb. Does that mean I cannont insall 128Mb module in 515E with restricted license? Or I can install 128Mb module but OS will utilize only 6Mb?

Yes, looks like just 64MB of RAM with an unrestricted license.
I have not tryed it if it works with more.

You can definately put in more, to bring the device to 128 MB. I have done it a number of times as part of a staged upgrade, i.e.
Change 1 - Install additional memory
Change 2 - Upgrade device
I have no idea if the device makes use of the additional memory, as I have never had any performace issues which world require the additional capacity.
Please note, generaly 64 MB is composed of two 32 MB modules, you would have to remove both and install 2 64 MB modules.
