SDM IPS Cannot change default actions

On our router I am trying to configure th IPS to only alarm on its rules. I do not want it to drop packets. If I right click on a rule and select actions and uncheck "drop" and "deny" then hit "Apply Changes" This does not work; it does not save the changes. In fact any changes I make to the rules do not save.

Is there something preventing me from changes the signatures ??

Keep in mind this is a router.

I have a 4235 that I can do this on with no problems.

The router has to connect to the pc running SDM, not the other way around. So usually thatconnection is being blocked by a firewall or by a personal computer firewall program.The router has to connect to the pc running SDM, not the other way
