I don't have personal experience with USB 3G modems on Cisco routers, but I do know that you can configure VPN L2L tunnels over 3G connections with the Cisco 880G series (800 series router with 3G module).
It's possible that a 3G USB modem isn't even supported by the router, the USB port is for as far as I know only for USB flash drives and security tokens

Configuring a site to site VPN tunnel is not that hard, you can find plenty of information about this subject on the internet
