Slow download/upload speed over VPN

Doing speed tests from speakeasy.net without going through the VPN Client I get roughly 31000kbps / 3500 kbps down/up. VPN connected I roughly get 1500kbps / 1000 kbps. Any ideas why download speeds dramatically drops? I know encryption taxes a part on overhead and I am using 3DES, but ~95% decrease?!? Any thoughts?!?

IP fragmentation, if happening, can hit performance. Encryption too, if done in software.

When you connect via VPN, you will be using the internet gateway at the VPN location to reach speakeasy.net. Does that location have a T1 to the internet?
