FYI.

Anyconnect either ssl or ipsec is only limited to 2 connections...  so use ipsec manual vpn to get 250 connections.

The Cisco traditional IPSec VPN client did not require a special license and with it you could support 250 VPN client sessions. But Cisco is moving away from this client and putting support for IPSec into the AnyConnect client. To use the AnyConnect client will require additional licensing. I have not looked specifically at licensing for the 5515 but in general there is a 25 seat AnyConnect Permium license which would allow you to support 25 AnyConnect VPN sessions. There is also an AnyConnect Essentials license which allows VPN clients up to the limit of the platform (250 in your case) but limits what they can do (can not do clientless VPN for example).
