SSO Redundancy is not working and is defaulting to RPR mode.

- Have a 6506-E with two supervisors: Supervisor Engine 720 10GE    VS-S720-10G

- The software versions match: both have s72033-advipservicesk9-mz.151-2.SY10.bin

- show redundancy: slot 6 is ACTIVE but slot 6 is STANDBY COLD and operating redundancy mode = rpr   Reason: Software mismat

- show mod:
