Static NAT Question

I found this static NAT, can someone help me explain why it's pointed to the same IP? 

static (inside,outside) 10.17.1.10 10.17.1.10 netmask 255.255.255.255

Hi,

I would guess that is used to exempt traffic going to/from a vpn tunnel.

We do not use VPN though.

Ok, you can see if rule is used with show xlate and show conn.
The nat rule is allowing traffic to go through the firewall without translating the traffic.
You can also test this with packet tracer or do a packet capture.
