unable to ssh to ASA after entering valid username/passwd - Rejected by server

The ASA does not allow to ssh user with valid username and password. ASA returns "Access denied" .
In the ASA log we have " SSH Reason - Rejected by server " i have tried re-enabling same access rule "ssh 0.0.0.0 0.0.0.0 interface" but still no results.
please suggest if you have noticed such issue earlier.

Did you create the rsa key?

Crypto key generate rsa modulus 1024

Did you set ssh to auth local?

Aaa authentication ssh console LOCAL

Thanks , Yes i have enabled all above steps earlier. still the aaa authentication was not linked to SSH console. i have re-issued the statement and now it started working. "aaa authentication ssh console LOCAL", It was very helpfull and quick.
