Upgrade/Revert FWSM 1.1.3 ==> 3.1.4

We have 2 FWSM's in 2 6509 chassis and are able to upgrade the FWSM and Maintenance partition. However, we are having problems reverting our code back to 1.1.3. Any Ideas as to why?

I think you have to first downgrade to version 2.3.2 and then you can downgrade to version 1.1.3. You may not directly revert back to ver 1.1.3.

We tried going from 2.3.2 to 1.1.3 and it refuses to load the image as well. I'm beginning to wonder if cisco may have intended it that way...Any suggestions?
