How can I manually filter individual URLs or groups of URLs Y without a special license in FTD

The URL Filtering license is only required if you want to create policy based on URL categories.

You can include individual URLs or URL lists in access control policy entries with only the free base license. The Threat license adds the ability to use Security Intelligence URL (and network) categories. The full set of categories is added with the URL filtering license.

How about Creating url Objects, Once you create url objects, You can use these objects to implement manual URL filtering in access control policies
