How can I prioritize outgoing VPN traffic from

if you are creating VPNs to pass through the internet then it would be pointless to try and implement QOS of any sort. You may priortize your VPN packets to leave your router with greater priority, but when it reaches the other end, there is no priority. So in essence what ever QOS you choose for the VPN, the internet will negate it. Until the internet implements QOS then thats a different situation and then VPN with QOS would work.
