VPN Client password and MAC authentication

HI, I have 2 questions.

Is it possible to change the password of the VPN client password dynamically without the need to redistribute profile pcf file to the clients?

Can the clients connecting by the Cisco VPN software be restricted to those with a known MAC address, using Windows IAS/Radius access policies?
