what software can I use to monitor the VPN status of my cisco pix 515E?

You can use PDM to gain basic VPN status such as throughput, connections, etc.
You can use CiscoWorks Monitoring Center for Performance, Version 2.0, which is part of Cisco Works VMS (http://www.cisco.com/go/vms) for a more advanced view of the status of your VPN.

Cacti runs on Windows as far as I'm aware (though it's more performance monitoring than availability monitoring software).
Nino, which I've never used, does look a little nagiosish and also runs on windows.
