VPN through Cisco router 7206 and 2610

The VPN works ok normally but when there is a power outage at remote site and after power/communication reusmes, we can ping router on remote site but not server which sends traffic though VPN to HO.

Once the server from the remote side send pings to its peer in HO, ping from HO to remote server also starts.

Can anyone suggest why does this happens?

Strange problem but it seems to be a problem with ARP rather than with the VPN setup. I think it is possible that one of the devices between your remote site server and your remote site gateway is not able to ARP properly after shutdown.
