The VLAN goes to the administratively down state if two or more VLANs are configured in the Cisco Catalyst 2940, 2950, 2900XL and 3500XL Series switches.
In a Cisco Catalyst 2950, 2900XL or 3500XL switch, if an IP address is assigned to the VLAN interface in addition to the default VLAN, the new VLAN goes into UP/UP state when the no shutdown command is issued. However, the original VLAN goes into the administratively down state.
Hence, these switches can have only one active management interface at a time.
The Cisco Catalyst 2940, 2950, 2900XL, and 3500XL Series switches are Layer 2 (L2) switches that can support only one Switch Virtual Interface (SVI) in the UP state at any one time. If additional VLANs are created, they can pass traffic without any issues. However, the SVI for new VLANs will not be UP. This is simply a hardware limitation.
