I have the same issue, also I would like add that after I perform the phase 1 where I have both the links UP and perform the mutual redistribution, I noticed on my  CORE# that when I do a show eigrp topology  192.168.1.0, It only shows the path from the primary link.

then I perform the phase 2 and 3, after that my  CORE router was able to learn the routes on both links.

I'm not sure why it doesn't learn the routes from the backup link on phase 1 but it learns the route on phase 2 .
