<Major Problem>
The license may disappear after upgrading or downgrading IOS if it is done across version 03.06.00(15.2(2)S) with the ASR1001 Series Router.

<Rppt Cause>
With the ASR1001 Series Router, a version older than 03.06.00(15.2(2)S) uses a different database area for the license management from the version 03.06.00(15.2(2)S) or later.
As a result, if IOS is upgraded or downgraded with crossing 03.06.00(15.2(2)S), a different license database before upgrading or downgrading is used, and the previously used license information may not be reflected.

2. Upgrade IOS
ASR1001(config)#no boot system
ASR1001(config)#boot system bootflash:<image file in upgrade destination>
ASR1001(config)#exit
ASR1001#write
ASR1001#reload

3. Install the backed up license
ASR1001#license install bootflash:<backup file name>

When upgrading from a version older than 03.06.00(15.2(2)S) to a later version that includes a fix of CSCuc27517, follow the procedures below to upgrade.

1. Create the license backup named as 1RU_34_36_ENFORCE_LICENSE_MIGRATION in bootflash
ASR1001#license save file bootflash:1RU_34_36_ENFORCE_LICENSE_MIGRATION
