Policy will transmit (via SMS) snmp trap varbind information when the Cellular
interface changes state. The SMS goes to a SMS gateway (ISR router in the NOC)
equipped with 4G card to accept SMS message. EEM policy on the SMS gateway will
reconstruct the SNMP trap and send out on the IP Network to the Back office systems.
SMS tramits to gateway varbind information: (9, Cellular0/0/0, 1, down)
SNMP trap reconstructed on the SMS gateway and sent out to Back offic systems.
