Core Issue
The Versatile Interface Processor (VIP) card model VIP2-10 and VIP2-15, and the Fast Ethernet Interface Processor (FEIP) card models CX-FEIP2-2TX and CX-FEIP2-2FX require 16MB of memory when used with Cisco IOS Software Release 12.0 and later. If only 8MB of memory is installed, the card fails to boot up. A memory upgrade is required when upgrading to Cisco IOS Software version 12.0 or later.
When only 8MB of DRAM is installed in one of these cards, and the router is running Cisco IOS Software version 12.0 or later, issuing the show diag command produces an error message similar to this:

This is due to the microcode for Cisco IOS Software Release 12.x requiring more DRAM than the microcode for Cisco IOS Software Release 11.x.
Resolution
If after upgrading a Cisco 7500 series router from Cisco IOS Software version 11.x to version 12.x, the VIP2-10, VIP2-15, CX-FEIP2-2TX, or CX-FEIP2-2FX card does not come up, issue the show diag command.
Check for the SYSTEM INIT: INSUFFICIENT MEMORY TO BOOT THE IMAGE!
error message.
If the message is present, the card has only 8MB of DRAM. An upgrade kit must be installed for the card to work with the code of the Cisco IOS Software version 12.x.
For information on obtaining the upgrade kit, refer to Field Notice: Mandatory Memory Upgrade for VIP2-10, VIP2-15, and CX-FEIP2-2TX/2FX with Cisco IOS 12.0.
The card should still operate normally when the router is running the Cisco IOS Software version 11.
