For netconf notifications sent from CPE (netconf server) to NSO (Netconf client).  Assuming that netconf over ssh transport is in use - For the notifications to be recv'd, does the ssh session have to stay up all the time ?

Yes, NSO would keep a session open at all times to devices to which there are active notification subscriptions. In NETCONF, devices (servers) may also support notification replay. If this is supported, NSO would request replay of any notifications sent since it was last connected, should the session drop.
