IOS upgrade path

Good day Support

I got an ISR4451 router running on an old IOS and need to upgrade the to the most stable latest IOS, what is the upgrade path I can take to get it there. Current IOS <isr4400-universalk9.16.06.04.SPA.bin>?

And in future how would I find out the correct path?

As per Cisco's latest 17.3,5 stable (its working as expected) cisco also suggested 17.6.3a for the future, depending on the requirement.

1. ROMMON upgrade required.

2. anything above 16.9.X onwards going to be smart License.

Avoid using 16.10.X (and later).  Avoid 17.X.X as a whole. 

Upgrade to the latest 16.6.X or 16.9.X.
