Can't change network from DHCP to static on Pixel 4e phone

I have an Android phone with OS #11 and it will not let me change my home wifi network from DHCP to static on the network settings screen. I have disconnected and forgotten the network and started over, and the save button stays un- highlighted, unless the setting is on DHCP, so I have to cancel and it doesn't let me change it.

What a pity! What do yo want to achieve by changing from DHCP to static?

This is the step to take that will enact the internet filter open dns on my phone.

If your smart phone is connected to the Wi-Fi of your router, also the Internet filter is enabled if you configured OpenDNS on the router. Trying to use OpenDNS out of networks you own is rather unsuccessful.
