I didn't think it was an DNS issue since the site is in beta, but I was able to load the site when visiting a starbucks.

Since the DNS is resolving it should be loading. Could this be an ISP issue (charter)?

You're in California, and www.mysupermarket.com is hosted in United Kingdom. This is not an ideal distance for speedy performance. ;-)
And yes, your issue has nothing to do with DNS. Because I'm here in Europe too, I cannot reproduce this. The site loads quickly.

Ah no, when loading is due, DNS is already over and gone. Else no attempt would be made to connect.

Not likely. It's more a peering network carrier, Voxel in your case.
