I have used Open dns filtering for year, but my new Dlink DIR-890L won't let me setup the filtering. I did get it working on this desktop by forcing it use the open DNS servers in ethernet settings.
However on the wifi and all other computers, it's not doing anything. internetbadguys isn't being blocked. I have the name servers set in the router.
what could be wrong?

You cannot configure content filtering on the router, you can just configure OpenDNS.
Not using OpenDNS can have many reasons. I need to get more information to see why.
Copy & paste the complete plain text output of the following diagnostic commands to here:
nslookup -type=txt debug.opendns.com.
nslookup whoami.akamai.net.
netsh interface ipv4 show config
netsh interface ipv6 show dns
Post also a screen shot of the router page where you configured OpenDNS.

Here is what I got from the diagnostic commands, and the screen shot of my router settings page.

Well, this was from a PC where you had OpenDNS manually configured:
("I did get it working on this desktop by forcing it use the open DNS servers in ethernet settings.")
Statically Configured DNS Servers: 208.67.222.222
208.67.220.220
I cannot see any problem therefore. I would have expected to see the command outputs from a computer and/or with a WiFi connection where it does not work ("However on the wifi and all other computers, it's not doing anything")...
Try again please.

now it seems that internetbadguys is blocked but not all adult sites?

This computer uses the same OpenDNS dashboard settings as the previous. Everything looks fine.
Did you flush your two local caches once after settings changes?
https://support.opendns.com/hc/en-us/articles/227988627
Did you ensure that the related domains are categorized (and the category selected) or blocked at your dashboard?

Did you ensure that certain browser extensions (e.g. Data Saver) are disbled? These use proxy or VPN technology.
Still problems? Post these diagnostic commands here:
nslookup -type=txt debug.opendns.com.
nslookup www.exampleadultsite.com.
Also, what exact domains are not being blocked but should be?
