Clearly, from your nslookup output and the output of http://welcome.opendns.com/, this computer does not use OpenDNS yet, i.e. the DNS traffic does not go to OpenDNS.

In DNS3 on your router enter one of 208.67.222.220 or 208.67.220.222.

In case you run Avast's Security Suite, disable the "Real Site" (Secure DNS) option.  In case you use Google's Chrome browser, disable the Data Saver mode.  In case of Opera disable the turbo mode.  Ensure that you don't use browser plugins with VPN technology.

Another  possiblity could be that your ISP hi-jacks your DNS traffic to redirect it to their own DNS service.  You can try to circumvent this restriction by using https://dnscrypt.org/.  But ISP redirection may be unlikely if other devices in your network work fine.

The following diagnostic commands may sched more light on the issue:

netsh interface ipv4 show config
nslookup whoami.akamai.net.
