I have it in the list but the site is still accessible. Is it because it is https or does Microsoft pay to not have this blocked?

Neither. DNS (and therefore OpenDNS) doesn't know about HTTPS and would catch it too, and Microsoft has not influence on your personal OpenDNS settings. As always, it's you, not OpenDNS or Microsoft!
Did you flush both, your local resolver cache and your browser cache, after each settings change? Else your settings changes will appear much belated.
Still problems with blocking this site? What does http://welcome.opendns.com/ say?
Only if it says that you're using OpenDNS, and if your correct IP address is registered at https://dashboard.opendns.com/settings/ then copy & paste the complete plain text output of the following diagnostic commands here:
nslookup -type=txt debug.opendns.com.
nslookup minecraft.net.
I will see from this if Minecraft is being blocked by your settings, and if not why not.
