Unblocking open DNS domain server

kids have figured how to change  IPV4/6 setting locally on the computer and are avoiding opendns server. How do I fix that other than setting up restricted user login  ID for their m/c?

ps: don't want to take out the admin privilege as they code..

After some research I found the following:

You can edit the registry to prevent users from modifying their IP addresses. Navigate to the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\Interfaces registry subkey. Right click it abd select Security->Advanced-> Permissions.
