It would appear that the site is pulling data from a site that still needs to be blocked.
To check this and there are generally three methods you can use to figure out which domains are being referenced when loading a website.
1) Use the Web Developers Console option in Firefox (Tools -> Web Developer -> Web Console) and load the site on a computer that is not using OpenDNS, as it will list all of the domains referenced when a particular webpage loads.
2) Another method of figuring out which domains may be blocked on your network is by using Chrome Developer Tools.
Select the ⋮ menu at the top-right of your browser window, then select Tools -> Developer tools.
Right-click on any page element and select Inspect element.
On Windows and Linux, press Control - Shift - I keys to open Developer Tools
Control - Shift - J to open Developer Tools and bring focus to the Console.
Control - Shift - C to toggle Inspect Element mode.
On Mac, press ⌥⌘I (Command - Option - I) keys to open Developer Tools
⌥⌘J (Command - Option - J) to open Developer Tools and bring focus to the Console.
^⌘C (Control - Option - C) to toggle Inspect Element mode.
3) The site ***www.webpagetest.org*** also supplies this data and many people find this tool the easiest tool to use.

I tried that
I added more domains to the blocking list
But still I can access the website and the app on my network.
Is there any other way?

Unfortunately there is no other mans to do what you are asking.
I would suggest that you create a support request to troubleshoot this problem

Use OpenDNS IPv4 (208.67.222.222 & 208.67.220.220) on your Oppo router. Disable IPv6 if possible. Add tiktok.com and related domains to OpenDNS block list. Restart devices to clear cache. For full block, use router firewall or parental control apps.
