Web content filtering Mobile

Hi guys, is it possible to enable web content filtering using a mobile network no wifi?
I'm a little confused by the fact that to setup the filtering you need to setup a network, register an ip and that ip is changing all the time.

OpenDNS Home is a service for networks you own, not for your devices in other networks.

For roaming devices (Windows and Mac OSX only) you can subscribe to OpenDNS Prosumer.

Or configure your devices with OpenDNS FamilyShield (208.67.222.123 and 208.67.220.123) which comes with static preconfigured filtering.  There are apps available for your smart devices.
