is the -21 attenuation too big for cisco switches?

I have a Cisco Catalyst switch, and I want to connect it to my router with SFP. If I try on another device, the fiber cable I use can still be connected. The attenuation is at -21.

It would be helpful to know what link speed and fiber type you are using.
