2600 4 port ATM IMA AL LED

I have 2600 with 4 port ATM IMA and c2600-ik8o3s-mz.122-23.bin IOS. Al four AL LED's on my card are on. What could be the problem? ATM interfaces are down.

Are you find the LEDs down after connecting to an ATM circuit ?

No, LEDs are on after I connect them to provider ATM network.
