2948G-L3 switch keeps reloading

I deleted the bin file, but I cannot even get an RMON command prompt. It keeps reloading. I don't have the bin file,but that is another issue. How do I get this one reset so I can use the RMON to Xmodem the bin file into the Bootflash so that I can be back in business?
