How do you add new devices to the list of devices in Packet Tracer. Specifically Switches that are not on the list?

I can't believe nobody has replied to this with an answer yet - I'm having the same issue, can we please get some help here if anyone knows how to to this?

I did a search through pkt tracer and there is no add a device.
I would suspect the reason you cant add a device is because the OS of pkt tracer devices are not real Cisco IOS but models of the real IOS.
However if you want to explore further open an issue with the pkt tracer people

If the FastEthernet0 interface is not available: Then click on the device icon -> then 'Advanced' at the bottom right -> then 'I/O Config' -> then in 'Network Adapter' choose 'PT-IOT -NM-1CFE' -> then click again on 'Advanced' at the bottom right to return to the ordinary window

I need to add a Catalyst 9500C9500-48Y4C-A 48-port x 1/10/25G + 4-port 40/100G to Packet Tracer.

Short answer, you don't.
Long answer, it would be very, very difficult to have a software emulator do so, i.e. completely emulating all the various Cisco hardware. Additionally, if you ran complete IOS binaries, they would likely be very resource intensive and also for many hardware accelerated features also likely run very, very slowly. Lastly, some PT features, to enhance learning, would need integration with the IOS binary, another complicated development task.
So, I wouldn't hold my breath waiting for a version of PT to support every device in their inventory, especially at its current retail price.
For many similar reasons, I suspect your hardware (and software) choices will also be much restricted using CML.
BTW, in ye olden tymes, we used to setup hardware labs, both privately and within a business for study and experimentation. Often very useful, also often expensive.
