Bandwidth mgt and CALNEX

Bandwidth mgt per DSCP is correct on a 10 Mbps link (using an old hub or a xDSL modem) but wrong using CALNEX to reduce the available bandwidth. Any hints why ?

Possibly due to a QoS policy that's not truly configured correctly for logical SLA needs.
