Bandwidth problems

Our company have a 1Mbps IP connectivity via SMW-3 Fibre Optic backbone in Asia. The problem is I just cant get enough bandwidth per download or per session the maximum i ever achieved is 200Kbps and if open multiple download sessions then my bandwidth increase to a good 900kbps with every seesion pulling out about 180 to 200 kbps. Can anyone tell me a justification for this as the backbone provider has ample spare bandwidth available and is EGRP as a routing protocol.
