I have 2 cisco 3460 with VWIC-1MFT-G703 AND CAB-E1-RJ45BNC. I want to test the config and hardware before I install it onsite. Can you just cross the TD and RD BNC cables and add a clock at one end?

Yes, a simple HDLC or ppp conection can be tested that way.
