CAT3548XL CPU Utilization

Does anyone know why the cat3548XL switches run at such high CPU utilization? I have many switches of this model in multiple locations and they all run at or near 50% at all times. I've even checked the utilization when I have no devices connected and the switch still runs at 48-50%.
