Catalyst 1900 w/ EN software - no vlan config

I have a catalyst 1900 running cat1900EN.9.00.07.bin that will not show me any VLAN options either at the command line or via menu.

#sho ver yields:

Any suggestions?

after digging through the menus a bit more, I found the "reset to enable vlans" option...
